Vermont Community Broadband Board - Contractor

Vermont Community Broadband Board seeks contractor for outreach and engagement, digital equity plan

The Vermont Community Broadband Board (VCBB) has received and is administering Vermont’s Digital Equity State Planning Grant as part of the Bipartisan Infrastructure Law’s Digital Equity Act. This Grant funds outreach, engagement, and planning efforts to map existing work on digital inclusion in Vermont, collectively create a vision for digital equity in Vermont, and develop a 5-year implementation plan that then will be funded in 2024 - 2025 by the Digital Equity State Capacity Program, another Digital Equity Act program. The Vermont Community Broadband Board has issued an RFP for contractor(s) to support with outreach and engagement efforts, particularly to the eight covered populations identified in the Digital Equity Act: aging individuals, low income individuals, incarcerated individuals, veterans, individuals with disabilities, individuals with language barriers (both ELL and low literacy levels), racial or ethnic minorities, and individuals in rural areas.

The RFP is written with intentional flexibility, and responses are encouraged for all or a portion of the full scope of work (which also includes planning efforts related to developing Vermont’s 5-Year plan for Broadband Equity Access and Deployment and Vermont’s proposal for infrastructure funds focused on broadband construction grants). The intent of this flexibility is to enable responses from organizations or firms that may have experience with diversity, equity, and inclusion efforts; Vermont-specific outreach; and/or general outreach and engagement efforts, but may not have extensive work experience navigating the intricacies of federal grants, using GIS for mapping, or completing some of the other varied tasks included within the RFP. It is our hope that members of the Social Equity Caucus will pass the RFP along to any personal or professional contacts who may be a good fit for this work. Responses to the RFP are due on March 28, 2023. Questions are due by March 13, with answers posted on the VCBB website by March 17. Contracts will be for one year beginning in April 2023. Vermont Racial Justice Data Manager

Summary

The Manager leads the Division of Racial Justice Statistics and supervises two staff members who manage data and applications. The Manager provides technical oversight for the development and management of public-facing data tools, visualizations, and websites. The Manager may develop research partnerships and contracts with external partners, and oversee research requests, and will assure that federal and state statistical reporting requirements are met.
